It depends upon how you define "withdraw from Iraq"

Remember candidate Obama promising to "withdraw from Iraq by June '09"?

There are now 64,000 American soldiers in Iraq, but this number is due to fall to 50,000 by the end of the month when the United States is set to declare an end to combat operations and switch to a training and advisory mission.

I truly don't recall him defining "withdraw from Iraq by June '09" as "reduce forces in Iraq to 50,000 troops by the end of August, 2010, and keep 50,000 troops in Iraq on 'a training and advisory mission'".
