Regardless of your political affiliation, this is wrong.
And, it's why big government big spending projects get a bad reputation - - they tend to end up corrupt and riddled with favoritism.
It was wrong when Bush and Cheney gave no bid contracts to Halliburton.
The cure for that wrong is to remove favoritism from the system, not to create a rewards system for your own supporters.
P.S. - News like this is manna from heaven for those who oppose single payer and the public option.
